Turning Points for children is a CUA (Community Umbrella Agency) contracted through DHS Philadelphia Child Welfare Services to provide ongoing case management to families with open DHS cases, in-home and placement cases dealing with children in foster care, delinquent placements, adoptions and reunification with biological families. Prevent team facilitates parent cafes and workshops in the community to help strengthen families as well as recruit foster parents. CUA 3 services the 15th police district area.
